不率先使用（No first use，NFU） 指的是有核國家承諾除非在被對手用核武器率先打擊的情況下不將核武器用在戰爭用途上的聲明或政策。先前，這一概念也被運用在生化戰爭中。
中國在1964年宣布了不率先使用政策，維持至今。印度在2003年闡明了其不率先使用核武器的政策。
