人民公敌 (头条)

“人民公敌”（英语：Enemies of the People）是英国报章《每日邮报》2016年11月4日首页的新闻标题，由政治编辑詹士·史勒（英语：James Slack）所撰写[1]，报导法院颁下有关英国宪法是否容许英国政府动用皇家特权启动脱欧程序的裁决，最终三名英国法官裁定政府需事先取得国会的法令同意。舆论广泛批评新闻头条不恰当地谴责司法机关，强调司法独立于行政机关。

2016年6月的公投决定英国脱离欧盟，政府考虑动用皇家特权去引用《欧盟条约》第50条作出通知，即启动脱欧程序[1]。不过英格兰和威尔士高等法院在米勒案（英语：R (Miller) v Secretary of State for Exiting the European Union）裁定政府需要取得国会的同意，才可以启动脱欧程序，随即触发脱欧派部分人士不满[2]。
