Hi,

We received the recent notice that Wikimedia Foundation had removed all the local checkusers on Chinese Wikipedia. However, due to an ongoing vote on the request for CU rights page (the campaign page, started 10 days ago and is ending in 3 days) we have a few concerns:

1. If the person running for the CU right had signed the confidentiality agreement and passed the community consensus threshold (80% supports, 25 participants), will he become a "on-holding checkuser" until someone else gets elected as another checkuser, at which time he may finally obtain the checkuser right?

2. We used to have 6 checkusers before the revoke. Should we go through the local checkuser election process again when WMF decides to re-entrust the checkuser rights to Chinese Wikipedia?

Hi 燃灯,

Unfortunately for now the CU right is not allowed too anyone on Chinese Wikipedia and so no new elections will be honored at this time and he will not become an on-hold CU. Since he started the election before our announcement (and there are not currently any "individual" sanctions, specific CUs who are not allowed to serve, just a "general" decision that no CUs can serve from Chinese Wikipedia at this time) I would treat him as the other local CUs who were revoked, that is as someone who has passed the election but it not allowed to serve because of the general removal.

Regarding new elections I must admit that I don't have a final answer on this yet. This will depend a bit on how long it takes for the block too be removed (for example a month away from the tools is very different then a couple years) and the security situation at the time. While I would like to have this block be as limited as possible I can not, unfortunately, make any easy guess on how long it will remain. We will likely have to wait until we are closer to lifting the block in order to more fully answer the question.

Thank you so much for the reply -- that helps clear a lot of confusions! Some more questions popped up as I was sharing this with the other Wikipedians:

1. One of us was wondering which party is investigating in this on going issue? Is it WMF or the meta stewards or...?

2. Is it OK for me to share all the email correspondence with the entire Chinese Wikipedia community? Under CC-by-sa 3.0? (Can I post this in my user page?)

3. Just to make it crystal clear: WMF will not admit any local CUs elected after this office action and before the block is released? Say, it is futile to elect any CUs during this period, since WMF will not recognize them anyway?

While we discussed the case with the Stewards before we took any action (as is our usual process) the investigation is being done by the WMF and the actions were taken by us. We also involve the Ombuds Commission when appropriate.

2. Is it OK for me to share all the email correspondence with the entire Chinese Wikipedia community? Under CC-by-sa 3.0? (Can I post this in my user page?)

I am ok with the emails being shared, yes. I would request you keep the context especially if posting on your user page (for example the questions I am responding too).

Yes, for now this is correct. We would not stop an election from happening but they would not be able to gain the tools.
